Tampering with key evidence that could affect the outcome.
Ignoring at least three summons without a valid reason.
Fraud exceeding a legal threshold as defined under tax law.
Executive-level arrests (CEO, CFO, Director) apply only if the fraud exceeds Rs. 50 million.
Approval from a special FBR board, which must include a private sector representative from a chamber of commerce.
These changes are aimed at reducing the abuse of power by tax officials while still allowing effective enforcement of genuine fraud cases.

A new committee to review FBR enforcement powers
