Dubai to Issue Investor License in 17 Seconds
In a groundbreaking step toward digital innovation, Dubai is set to issue the Dubai investor license in just 17 seconds through its advanced Invest in Dubai platform powered by Agentic AI.
This announcement was made during Gitex Global 2025 by Ahmad Khalifa AlQaizi AlFalasi, CEO of the Dubai Business Registration and Licensing Corporation (DBLC). He confirmed the upgraded version will launch by late 2026.
AI Technology Transforming Business Licensing
Currently, it takes around five minutes to obtain a trade license. However, the integration of Agentic AI will reduce this time to only 17 seconds, making Dubai one of the fastest business registration destinations worldwide.
According to AlFalasi, the AI automatically reviews and validates documents as users upload them. “By the time users complete their submission, the system approves their application,” he said, highlighting the precision and speed of the upgrade.

Part of Dubai Economic Agenda D33
This innovation is aligned with the Dubai Economic Agenda (D33), which aims to increase economic productivity by 50 percent through technology and automation. The new system enhances efficiency and minimizes human intervention.
Officials noted that DBLC employees will now focus on system supervision and performance optimization instead of manual verification tasks. The platform’s AI-driven design ensures consistency and accuracy in every license issued.
Integrated Services Across Government Departments
The improved Invest in Dubai platform will connect with major government bodies, including MoHRE, MoFA, CDA, and DCAA. This integration eliminates redundancies and speeds up approvals across departments.
It will allow investors to complete all licensing steps online — covering company structures, legal forms, and branch operations — without visiting any offices or submitting paper documents.
Dubai’s Vision for a Digital Future
Since launching in 2021, the Invest in Dubai platform has processed over 1.3 million transactions, registering 280,916 new businesses. Business licenses surged from 16,584 in 2021 to 95,543 in 2024, reflecting Dubai’s rapid digital transformation.
