In a major development for international higher education, Canada will remove federal study permit caps for master’s and PhD applicants at public universities starting January 2026. A government official said, “Graduate students play a crucial role in Canada’s research and innovation ecosystem and are more likely to contribute long-term to the country’s economy.”

Canada is tightening caps for most undergraduate and college-level students, but graduate programs are exempt. This ensures a steady inflow of highly skilled researchers and innovators who can contribute to the country’s economic growth, scientific advancement, and technological innovation.
Graduate Student Intake Targets 2026–2028
Canada’s official targets for new graduate student arrivals at public universities are:
- 2026: 155,000 (range: 150,000–160,000)
- 2027: 150,000 (range: 145,000–155,000)
- 2028: 150,000 (range: 145,000–155,000)
These targets apply only to students joining programs longer than six months at approved Designated Learning Institutions (DLIs). Short-term programs and students on visitor visas are excluded.
