Eligibility Criteria
To be considered for this Azerbaijan Scholarship fully funded award, applicants must meet the following requirements :
Age Requirements (as of 15 September 2026):
- Undergraduate: Must be below 35 years.
- Graduate (Master’s): Must be below 40 years.
- Doctoral (PhD): Must be below 45 years.
Academic Requirements:
Must possess the required academic background in the related field.
Certificates/Transcripts/Degrees must be attested by HEC and IBCC.
O & A level equivalence from IBCC is mandatory.
Minimum academic marks of 70% or equivalent in the previous degree .
Medical Requirements:
A copy of the medical certificate, including tests for HIV/AIDS and Hepatitis B/C, is required .
Standardized Test Requirements (USAT/HAT)
There is no separate USAT/HAT test for this scholarship. However, applicants must already have a valid USAT or HAT test score obtained on or after March 20, 2025 .
Nomination Criteria: HEC nominations will be based solely on the USAT/HAT test score, provided all basic eligibility criteria are met .
Language Proficiency Requirements
Applicants must demonstrate proficiency in the language of instruction :
For English-Taught Programs:
Undergraduate: Minimum IELTS score of 5.0 or TOEFL 40.
Postgraduate: Minimum IELTS score of 5.5 or TOEFL 50.
Note: The language of study in the previous education must also be English.
For Russian-Taught Programs: Proof of language proficiency, or the previous education must have been in Russian.
For Turkish-Taught Programs: Proof of language proficiency, or the previous education must have been in Turkish.
For Azerbaijani-Taught Programs: Proof of English, Russian, or Turkish proficiency, or the previous education must have been in one of these languages.
Important Note for Medical Applicants:
Students applying for medical or dental fields must follow the updated instructions by the Pakistan Medical and Dental Council (PMDC) regarding admissions in foreign institutions . They must also have obtained at least 50% marks in the MDCAT .
