Belonging to the Panwar Rajput community, he is the son of Rao Umar Javed, Vice President of the Central Executive Committee of the Regional Union of Journalists, Pakistan (South Punjab). His family roots go back to village Bensi in present-day Haryana (India), before the formation of Pakistan.

He completed his civil services training under the 51st Common Training Program (CTP) at the Civil Services Academy, Lahore. In 2025, he officially assumed office as Assistant Commissioner Inland Revenue.
