ISLAMABAD – May 2025:
The federal government has launched a comprehensive review of IT-based recruitment applications and software currently in use by ministries and divisions across Pakistan, aiming to bring greater efficiency, transparency, and consistency to the hiring process.

According to an official directive issued by the Establishment Division, all federal ministries, attached departments, and subordinate offices have been instructed to submit detailed data on their use of digital platforms for recruitment. This includes both in-house developed systems and third-party software.

“The objective is to assess how effectively these tools manage large volumes of job applications and whether they align with the government’s commitment to merit and transparency,” an official source stated.

The government intends to analyze this data as part of a broader plan to possibly introduce centralized guidelines or even a unified digital recruitment system across federal departments. Such a platform could serve as a model for provincial governments and autonomous bodies, promoting best practices in public sector HR management.

A Step Toward E-Governance

This initiative is seen as part of the federal government’s ongoing push toward digital transformation and e-governance. Officials say the use of disparate recruitment systems across departments has led to inefficiencies, inconsistent applicant experiences, and increased administrative burdens.

If implemented, a standardized digital hiring system would:

Reduce manual processing delays

Improve data accuracy and security

Ensure fairness and accountability in shortlisting and selection

Ministries Involved in the Review

The Establishment Division has formally requested input from several major ministries, including:

Ministry of Information Technology and Telecommunication

Ministry of Science and Technology

Ministry of Industries and Production

Ministry of Finance

Ministry of Energy

Ministry of Education

Ministry of National Health Services

Ministry of Climate Change

Ministry of Foreign Affairs

Ministry of Interior

Ministry of Defence

Power Division

These ministries are to provide information through their administrative wings and coordination officers regarding the systems they currently use for managing recruitment processes.
